What is a renovation/alteration?         noun_4684

Under the Uniform Construction Code, renovation means:

“…the removal and replacement or covering of existing interior or exterior finish, trim, doors, windows, or other materials with new materials that serve the same purpose and do not change the configuration of space. Renovation shall include the replacement of equipment or fixtures.”

Also “…any change or rearrangement in the supporting members of an existing building, such as bearing walls, columns, beams, girders, or interior partitions, as well as any change in doors, windows, (and) means of ingress or egress…”

Therefore as long as the changes to your one- two- family residence does not increase the square footage of the building by adding on rooms, decks, porches, etc. then you can submit your application for a building permit online through this portal.

Apply for a building permit from the comfort of your home or office…

Through the BETA Online Building Permit Application Portal, you can submit your application and supporting documents (including site plans) which will be reviewed by Zoning and PVSC for prior approval only.

After receiving Zoning and PVSC approval, your application will go directly to the Uniform Construction Code (UCC) office for review, approval and issuance of your building permit.

Throughout the prior approval process, you will receive email notification of the status of your application and of any fees (if applicable).  You will also be able to log in and check the status for yourself.

Once your application is submitted electronically to UCC, you will be required to bring in two (2) sets of signed and sealed architectural drawings (if applicable) and other documentation as required by UCC.

What do I need to do first?

Before you submit your application, please have copies of the following saved on your computer:                                   drawings

  1. State issued licenses of any contractors, architects or engineers working on your renovation;
  2. Site plans – hand drawn or professional architectural drawings (signed and sealed);
  3. A Certificate of Occupancy (CO) for the residence.

If you do not have a copy of the CO, you can download a copy of the application below, complete it, and scan and save a copy to your computer for submission with your building permit application.

The next step is to…


Either you the owner (if you’re doing the work yourself or without a licensed professional) or your principal contractor CLICK HERE to register and complete the online building permit application.

Then wait for notification…

Remember you can check the status of your application at any time by logging in to the portal.

You will also receive email notifications as your application is processed through the prior approvals process.

In addition, you may receive telephone calls, faxes or regular mail if no email address is provided requesting additional information or action, if needed.

Once all the prior approvals are done, your application will be submitted electronically to UCC for review through the building permit process.  At which time you will be required to bring to Room B-13 City Hall, 920 Broad Street, Newark, NJ, two (2) sets of signed and sealed architectural drawings/plans, licenses and state issued i.d.


Residential Burglar and Robbery Alarm Permit

If you are installing a security (burglar and robbery alarm) system in your home, by law, you are required to obtain a permit for your security system from the City of Newark at no cost to you.  You can get the permit application HERE.

Once you complete the permit application, you can mail or drop off the application at the address below in the Office of Central Licenses and Permits, City Hall.

Remember: burglar and robbery alarm systems are subject to the provisions and penalties of Chapter 4, Section 20:4-5 and 20:4-8 of the revised ordinance of the City of Newark, New Jersey and the regulations of the Chief of Police.
