SUSAN JACOBUCCI
The mission of the director’s office is to administer the overall operations of the Department of Finance by monitoring the performance of the individual divisions to ensure prudent custody of the assets and resources of the city. This division provides fiscal policy direction, control, supervision, and administrative technical support to all divisions. Its primary responsibilities include recommending and implementing fiscal policies, managing the debt and investments of the city, and monitoring other entities that impact financially upon the city.

The director of finance/CFO coordinates and plans all bond and note sales in order to raise funds necessary to finance all capital projects of the City of Newark. These capital projects may include road and street improvements, construction and renovation of parks and playgrounds, acquisition of property or vehicles, and capital improvements to existing city buildings. These financing activities include preparation of an official statement to illustrate the city’s current financial position and financial strength and meeting with bond rating agencies and investors. The director/CFO is also a member of the Insurance Trust Fund and the Employees Retirement System and serves as Custodian of School Funds.
