The Surveillance and Prevention Division of the Department of Child and Family Wellbeing monitors disease trends and develops and maintains a public health system in an effort to improve the City of Newark's ability to address the health needs of residents and provide prevention and early intervention activities.


The division includes the following units:

  • Bureau of Vital Statistics, which maintains vital records concerning live births, deaths, fetal deaths, marriages, and domestic partnerships for the City of Newark and issues certificates in response to requests and in accordance with state statutes.

  • Childhood Immunization Program, which provides vaccinations for children ages 0 to 18 years of age for childhood preventable diseases. Case management of children who do not complete their vaccinations as scheduled is also provided. Children are enrolled in the New Jersey Immunization Registry to ensure the accuracy of vaccination records and enable health care providers to determine the child's immunization needs.

       Monday through Friday, 8:30 a.m .to 4:30 p.m.
       Thursday, 8:30 a.m. to 7:00 p.m
       Saturday, 9:00 a.m. to 2:00 p.m.

  • Communicable Disease Control, which provides disease investigation for all reportable diseases occurring within the City of Newark. The program also institutes control measures for the prevention of communicable disease outbreaks.

  • Health Education Unit, which provides disease prevention and health promotion activities to improve the health indices within the City of Newark. The Health Education Unit also operates the DCFWB WIC Pediatric Van Program, which dispatches a mobile unit throughout all five wards of the city with staff who provide health education, complete WIC enrollment, and schedule medical appointments for the department's medical practices.

  • Office for Bioterrorism and Response, which works with the greater Newark first responders to develop and implement plans for the early identification of a bioterrorism event and response including the treatment of patients, preventive treatment of exposed persons, training of health care professionals, and public education.

     Office of Surveillance and Epidemiology, which provides continuing scrutiny of all aspects of occurrence and spread of diseases for the purpose of instituting effective control measures.

  • Tuberculosis Control Unit, which provides for the control of infectious tuberculosis through surveillance, testing “at-risk” populations, preventive treatment, education, and the institution of isolation measures. The unit also provides treatment of persons diagnosed with infectious tuberculosis.

  • Women, Infants and Children (WIC) Program, which provides nutritional education and supplemental foods to pregnant/postpartum women and children from birth to 5 years of age in an effort to improve health outcomes and reduce infant mortality rates.

       Monday, Tuesday, Wednesday and Friday, 8:30 a.m. to 4:30 p.m.
       Thursday, 8:30 a.m. to 6:30 p.m.
       Saturday, 9:00 a.m. to 2:00 p.m.
